Scoring
After a posting has closed, Employee Relations reviews the applications based on the minimum qualifications of the position.
Selection Methods
Selection methods are job-related assessments designed to objectively measure knowledge, skills, and abilities necessary for a position. Rating methods include, but are not limited to:
- Ratings of Training and Experience
- Written Exams
- Interviews
- Supervisor/Managerial Testing
- Group Presentations
- Additional Testing
Applicants are rank-order listed based on the rating they receive. Names are listed on a document called an Eligible Register. From the Eligible Register we pull the top 25 names (plus ties) or the top scoring category of names and send application materials to the hiring supervisor for further consideration for hire. Eligible Registers can be used to fill further vacancies for up to two years.
Consideration for Hire
The names and application materials of the top candidates are provided to the hiring supervisor. The hiring supervisor will review and consider the application materials of all candidates forwarded to him/her. He/she will invite some or all of the candidates to participate in additional selection processes to determine who will be hired. Being forwarded to and considered by the hiring supervisor does not guarantee you will be interviewed.
Veterans Preference
The Minnesota Veterans Preference Act (VPA) grants most veterans a limited preference over non-veterans in hiring and promotion for most Minnesota public employment positions, as granted in Minnesota Statutes §197.447, §43A.11, and §197.455.
For purposes of offering a preference, a veteran is defined under the Veterans Preference Act as a citizen of the United States or a resident alien separated from active duty under honorable conditions from any branch of the U.S. armed forces:
- After having served on active duty (but not active duty for training) for 181 consecutive days; or
- By reason of disability incurred while serving on active duty; or
- Who has met the minimum active duty required as defined by federal rule (to qualify, the individual must have completed the full period for which a person was federally called to active duty.); or
- Who has certain active military service certified under federal law.
Paperwork required to claim Veterans Preference points
Veteran
- A legible “Member 4 copy” of the DD214
Disabled Veteran
- A legible “Member 4 copy” of the DD214
- A legible copy of the Summary of Benefits letter from the United States Department of Veterans Affairs (USDVA) or an Armed Forces Retirement Board showing a service-connected disability and a compensation amount
Spouse of a Disabled Veteran
- Copy of the marriage certificate
- A legible "Member Copy 4" of the veteran’s DD214
- Summary of Benefits Letter from USDVA or an Armed Forces Retirement Board showing a service-connected disability and a compensation amount
- Award Letter or Statement of the Case from USDVA verifying a service-connected disability related to the position requirements
Surviving spouse of a Deceased Veteran
- Copy of the marriage certificate
- A legible “Member 4 copy” of the veteran’s DD214
- Death certificate or other proof of death
Surviving spouse of a Deceased Veteran – Disabled at The Time of Death
- Copy of the marriage certificate
- A legible “Member 4 copy” of the veteran’s DD214
- Summary of Benefits Letter from USDVA or an Armed Forces Retirement Board showing a service-connected disability and a compensation amount
- Award Letter or Statement of the Case from USDVA verifying a service-connected disability related to the position requirements
- Death certificate or other proof of death

Promotional Exams
Veterans with a disability rating of 50% or greater from injuries that occurred on or as a result of active duty, and received a passing score on the promotional exam, are entitled to five veterans preference points for their first promotion only. This only applies to internal only promotional processes. If a process is open to the public, internal candidates are entitled to the same preference (10 or 15 points) they would receive as if they were an external candidate
The applicant must attach VA documentation showing a service-connected disability of 50% or greater. Veterans preference points are applied to the applicant’s score once they have met minimum qualifications and are placed on the eligible list.
Veterans preference points are included in the score if:
- The veteran's preference section of the employment application is completed
- The applicant meets the minimum qualifications
- The supporting documentation is provided
- It is an internal promotional process
- It is the veteran’s first application for a promotion
